Targeted Wage Subsidy
Objective
The wage subsidy program will assist qualified individual band members to prepare for, obtain and maintain full-time employment or self employment, resulting in savings to the EI Part II and CRF account. In doing so, a return on investment is expected to be achieved through a reduction in dependency on Employment Insurance and Social Assistance or Job Creation Programs.
Achieving The Objective
Employers, coordinators and groups who propose activities in support of the principles and objective outline above may be selected as TEDD partners on behalf of the Band and take on the responsibilities associated with the Wage Subsidy Program.
Program
The Wage Subsidies encourage employers to hire individuals who they would not normally hire in the absence of a subsidy because of the individuals lack of job experience. Subsidies to a participant's wages help to defray the costs associated with the individuals orientation to the work site and the job also building the necessary experience leading to full time employment. Wages shall be an agreed upon negotiated amount with the employer prior to the approval process. Generally TEDD will subsidize up to 50% of the negotiated employment duration. A strong likelihood of continued employment after the subsidy has ended must be demonstrated.
Elgible Applicants
Miawpukek Band members who have obtained a degree, diploma or certificate within the past 2 years, business, organizations, public health and educational institutions, municipal and provincial goverments which acknowledge and support the principles and objectives of the Wage Subsidy Program.
Roles and Responsibilites
The employer, coordinator or group remians responsible for supervising participants for the duration of the activity.
Employers, coordinators or groups are responsible for the overall financial management of the placement and/or project.
A monthly activity report is to be submitted on a monthly basis and or when submitted each claim.
Participants Wages
Participants wages and employment related costs are contributions paid to employers to subsidize the wages and benefits(i.e.,E.I.,C.P.P) of the worker, and with the wages qualifying as insurable earnings.
Method of Payment
Contributions:
In general, payments may be managed as follows:
- Progress payments on expenditure claims will be for actual expenditures only and will be paid on a monthly, quarterly or annual basis following receipts of the claim. A final payment will cover any sums due at the end of the agreement period. In some cases, a financial audit may be requested.
- If necessary, monthly or quarterly advance payments may be made in accordance with cash flow forecast and monthly/quarterly reports.
The Audit
Miawpukek Mi'kamawey Mawi'omi Shall retain the right to audit the revelant records of selected community partners and coordinators. Employers or groups shall remain liable for the full amount of proceeds paid in excess of the amounts payable.
Penalties
Community partners who claim or accept financial assistance by submitting false and/or misleading representation, declarations or who fail to comply with the terms of a project or activity agreement may be prosecuted or face penalities.
Acceptable Prososals/Applications
Proposal will:
- Support the principles and objective of the Wage Subsidy Program;
- Provide and estimate of costs to be incurred;
- Outline the results to be achieved including prospects for continued employment after the program has ended;
- Identify the source and amounts of any other funds for any of the coordinators, employers or group's proposed activities.
Approval of Proposals
The final approval of applications is the responsibility of TEDD on behalf of Miawpukek Band.
Decisions of approval or rejection will be acknowledgeed by written notice. Coordinators, employers or groups should not hire staff and make commitments or expenditures until approval is confirmed in writing. Approved applications will become the subject of a formal contribution agreement between Miawpukek Band and the employer, coordinator or group.
